Mr. Snowden joined NCTA in August 2011 and in his role as Chief Operating Officer, he works closely with President & CEO Michael Powell, the Board of Directors and the senior leadership of the Association. In his role, Mr. Snowden, oversees the Association’s day-to-day operations including its policy planning and strategic initiatives.
Prior to joining NCTA, Mr. Snowden was the VP, External & State Affairs, at CTIA-The Wireless Association where he managed and directed the Association’s state policy and liaison efforts with all 50 state Governors, Attorneys General, legislatures, regulatory entities, and advocacy organizations on wireless communications issues.
His Department worked with key Federal and State organizations to develop policies and laws that promoted the vision for the industry with the goal of growing the wireless ecosystem. The primary goal was to work with state regulatory agencies and legislatures on wireless-related policy issues such as the consumer protection, broadband, taxation, accessibility, emergency alerts, E911, distracted driving and mobile content. Mr. Snowden regularly testifies before Congress and state legislatures and routinely conducted interviews with the national media on wireless telecommunications issues.
Prior to joining CTIA, Mr. Snowden was Chief of the Federal Communications Commission’s Consumer & Governmental Affairs Bureau (CGB). He was nominated to this position in June 2001 by FCC Chairman Michael K. Powell and confirmed by the entire Commission. In this role, he was responsible for development and execution of the vision, strategic direction, telecommunication policy, and management of the Bureau’s activities and 300 employees. As Chief, he created and directed telecommunications policies in areas such as Telemarketing (Do- Not-Call Directory), Local Number Portability, Wireless Spam, and Telecommunications Relay Services rules. He forged constructive dialogue and alliances among Disability, Tribal, State & Local Governments, Industry and Consumer stakeholders to achieve common goals of maximizing consumer satisfaction with telecommunications goods and services, and compliance with FCC rules and regulations.
Mr. Snowden conducted frequent print, radio and television interviews on behalf of the agency on a range of topics including Voice over Internet Protocol, Slamming, Broadband and general Consumer issues. He represented the FCC before Congressional House and Senate committees on topics ranging from Indian Regulatory policy to Wireless Spam. Mr. Snowden developed consumer marketing and outreach programs and materials on behalf of the Commission and utilized statistical methodologies to track industry trends to increase responsiveness to stakeholders. In his role as Chief, he was also responsible for two FCC advisory committees: Consumer Advisory Committee and Intergovernmental Advisory Committee. Mr. Snowden led a nine-month bureau reorganization, which included identifying inefficient organizational structures and processes, and streamlined consumer-related functions, policy responsibility and operations from throughout the Commission into the new Consumer & Governmental Affairs Bureau. Mr. Snowden was a member of the Federal Government’s Senior Executive Service.
Before receiving his appointment to the Commission, Mr. Snowden previously served as Vice President for Business Development and Strategic Alliances at MissionFish.com, an Internet auction engine that raises funds for nonprofit groups by auctioning donated goods. In that capacity, he led the company’s efforts on behalf of nonprofit clients in establishing relationships with corporations, resulting in the donation and sale of in-kind goods.
Prior to MissionFish.com, Mr. Snowden served as Vice President for Corporate, Nonprofit and Faith Commitments at America’s Promise—The Alliance for Youth. His responsibilities included liaison to Chairman of the Board General Colin L. Powell and oversight of a staff of national account directors who established and managed relationships with over 300 corporate, nonprofit, and faith-based organizations. Earlier, as Vice President for Corporate Commitments, Mr. Snowden developed and implemented the America’s Promise national accounts business development strategy to secure Fortune 500 corporate clients including Viacom, MTV, Morgan Stanley Dean Witter and Starwood Hotels.
Among his other positions, Mr. Snowden has also worked as Corporate Development Director for the United Negro College Fund, as Assistant Director of Development for Episcopal High School in Alexandria, Virginia, and as a Sales & Marketing Associate for the Major Contract Accounts Group of Sony Corporation of America.
Mr. Snowden is active in various charitable pursuits, with a special interest in those that address the needs of children and young people. He served for six years as a mentor in the Everybody Wins youth mentoring and reading program. He has promoted civic engagement with his service on the national board of directors for CityCares of America and has worked to provide alternative solutions for adoptive children with his service on the board of the Washington, D.C. Chapter of SOS Children’s Villages. He served on the board of COMCARE, a national nonprofit alliance dedicated to advancing emergency response, promoting the adoption of modern, interoperable emergency systems and the development of new procedures, training, and tools to maximize the value for emergency responders. He was also a member of the Advisory Board for the Rehabilitation Engineering Research Center on Mobile Wireless Technology for Persons with Disabilities (Wireless RERC). Mr. Snowden currently serves as a Trustee for the College of William & Mary Mason School of Business Foundation Board, a Director on the Certified Financial Planners Board, a Director and Chair of the Board of Supporting and Mentoring Youth Advocates and Leaders (SMYAL), a Director on the National Association for Multi-ethnicity In Communications (NAMIC), a Director on The Cable Center Board and a Trustee and Treasurer of the Kingsbury Day School.
He is a graduate of The College of William and Mary, where he received his B.A. degree in Political Science. Mr. Snowden is a resident of Washington, D.C.
