Elana Shapochnikov

​Elana has been practicing communications law for over 18 years. As the VP, Law – Policy Counsel for Charter Communications, Elana is responsible for providing legal advice and developing legal strategies in connection with the development and implementation of the Company’s policy goals across all of Charter’s products. Elana’s prior position at Charter as Senior Director Law – Telephone Regulatory focused on legal, policy and strategic advice on wireline, wireless, VoIP and broadband services regulation and business initiatives. Prior to joining Charter, Elana was a Senior Regulatory Counsel at Cablevision where she focused on regulatory, policy and legislative matters associated with wireline, VoIP and video services. Before Cablevision, Elana was a Senior Associate in the Communications Law Department at the law firm of Mintz Levin Cohn Ferris Glovsky and Popeo PC, where she represented competitive voice and video providers on a variety of regulatory and compliance matters. She was Senior Regulatory Counsel at IDT Corporation prior to joining Mintz Levin, where she served as lead counsel for all VoIP regulatory compliance and strategic policy matters relating to state, federal, and international communications. Elana also served as the Assistant Deputy Ratepayer Advocate Telecommunications and Interim Head of the Cable Television Division prior to joining IDT.
