Rachel Williams

As the Technical Operations VP for the Twin Cities Region, Rachel is responsible for the 500+ agents/technicians focused on dispatch and field fulfillment for business and residential customers in Minnesota, Wisconsin, Kansas, and Missouri.


Prior to Comcast, Rachel’s 5 year career with General Dynamics included positions of increasing responsibility in Operations, Strategic Planning, and Cyber Security.


Rachel’s 10-year career with Verizon, prior to GDIT, was focused on field operations. As the Director of Operations for Northern Virginia/Southwest Virginia, she led a team of 440 management and union personnel focused on delivering service to business and residential customers. Prior to this role, Rachel was the Director of Network Operations for DC, Maryland, and Virginia, leading a team of 1250 management and union personnel focused on building and maintaining the network. She also led teams in FIOS Installation/Maintenance, Copper Installation/Maintenance, Construction, Proactive/Preventive Maintenance, and the Bill Payment Center. 


She is a member of Women in Cable and Telecommunications (WICT), and the Co-Executive sponsor of the Twin Cities’ Women’s Employee Resource Group (ERG). Rachel serves on the Greater Twin Cities’ Big Brothers Big Sisters Board of Directors.


Rachel holds a Ph.D. in Organization and Management with a Specialization in Leadership, an M.B.A., and a B.A. with a double major in Political Science and Philosophy, and double minors in English and Sociology.  She is ITIL Expert certified and PMP certified, and is a recent graduate of the Tuck Executive Leadership Program.


She is training for her first IronMan competition on September 9, 2018.
